Actually that's a bit stronger from what they were even in the last set of changes, while it'll hurt her laning phase against all-in teams that's who she's supposed to be weak against anyways, while keeping her late-game healing potential the same (hell, she can pretty much ignore that particular nerf post-level-nine if she choses).

You should expect a feeding not lane LUL

Do you know that feeling when, you ignite the enemy and spam your Lv5-7 emote and laugh just as they're gonna die to see the Soraka heal them.

Damn right I'm salty seeing a Soraka especially a Soraka main

Perhaps the emote spam could wait until after they're dead?

A lot of other champions have heals, too, which can be used for the same purpose, Soraka's healing doesn't really come into its own until the teamfight phase where it's on that short cooldown.
