Supreme Senpai691 votesSince it deals more damage based on % missing HP, you only use it on low HP enemies. Unless you're alone, low HP enemies are already dead, and so the ult is basically a way to KS easy.
kile1471 votesThe thing is that scaling caps at 33% health, meaning that the ult is more powerful than the old one at 33% and equally as powerful at 66% health. It's less powerful in the case where you want to just ult a full health target to nothing, but at that point you're probably fed enough you can just Q them down to 66% first anyways.
As I said I haven't played him so I could be wrong about how it works but that is the way that it appeared to me when j read about it on PBE
Supreme Senpai691 votesWell that's true except that they removed the best part about it lol. It used to deal damage based on 80% of the opponents AP + 100% of your own AP + the base damage. At 66% health the base damage is the same, but it's still doing MUCH less damage because the 80% AP Scaling is gone.

If anything it's kinda a disservice to Taliyah, people are ignoring the character and just saying, "it's Toph." When she really isn't that character, just has similar powers.
