Simply explained:

D is closer to Q-W-E keys so you have a smaller delay between thinking "mus flash" and executing it compared to flash on F.

except my e d r and f keys are all controlled by the same finger. i use my pinkie for pressing tab and control and shift and stuff. so my pointer gets 4 keys on the other side.

It's simple. F is for flash, and D is for Dignite, Dexhaust, Dteleport, Dsmite, Dheal, Dcleanse, Dbarrier, and Dghost

That is not numerical proof. It is a 0.1% difference, that is what is know as statistically insignificant. It is noise. There is no real difference in winrate between flash on D/F.

Sometimes you need to slip that D real quick for the dank jukes, rather than reach far over there for that tasty dodge. I MEAN REALLY GUYS, it makes more sense that teleport and other things be farther than the most important spell in game.

But you're more attuned to using your index finger instead of your middle finger (unless you really like flipping people off) so it's easier to tap F in a tight situation than D.

i hate having flash on F my resting finger is always on my ult so i can use summoner 14 or summoner 3 summoner 21 summoner 7 faster.there are just too many situations where i need faster access to other summoner spells over summoner 4 thus i cant afford to have flash there

I've always had Flash on D since I started playing 3 years ago. It's where mine defaulted and I left it there. Can't get used to it anywhere else so it stays. It's gotten me to plat so far haha
