A least pre-rework, Taric was basically one of the best Riven counters.

Point and Click Hard CC, armor scaling and bonus armor.

A good Taric starved Riven because she simply tickled him with her pure physical damage. Taric was a surprisingly good duelist, specially once you get IG and an hp/ar item.

Of course they are. It's not old Poppy. Unless you stick a Morgana shield on her, too, but I'm not sure what team comp you'd have to have both Morg and Taric in the same team.
