Now keep in mind that this game was Silver 2.
Every time I play Teemo, the enemy laner rushes Sunfire Cape. Then when I play Tryndamere or some AD, the enemy laner rushes Spirit Visage.
I'd say I'm fine with it, but this includes my team's brain workings too.
Some people just build the same builds, in the same order every game. They don't adapt to who their playing. That deserves a /facepalm
However, I've certainly built first against an AP top laner myself. Typically this was due to the fact the rest of their team was heavy AD, so I was prepping to be strong as soon as early game was over.
But if the top laner is oppressively strong or fed, you gotta build some MR or your just more useless than you already are.

Anyways, Garen used to be THE Mordekaiser counter pick pre-rework but Morde has the potential to absolutely trash him if you play the Metal Man well so I sure hope you won that game.
I constantly play with Gold and Platinum players, and I consistently see people play Devourer Fizz, and supports who rush Ruby Sightstone. To be honest, I am almost certain this doesn't stop until you get to Diamond and above.

and the enemy rushed a spirit visage against me, and we were basically a full AD team. I felt so sorry I almost told him that I did physical damage.

People rush Sunfire on pretty much every toplaner because "OH MY GOD SUNFIRE + ICEBORN IS SO BROKEN". Or something.
