Tank Heimerdinger can, Heimerdinger has (by far) the highest base health regen in the game which can become silly amounts of regeneration with the right runes, masteries and items. With just item 3065 + item 3512 + item 3060 = 60 or 75 health regen/second (because of a mastery).

Usually I'm running around panicking as a tank because of his % damages.

Best part of playing Brand is that the enemy top laner always itemises against my top laner, which is almost always AD.

So when I roam top to gank, they have no defense against %health damage. Even when I don't kill them in one rotation, The stun alone is enough for my top laner to finish them off.
