He isn't evil, he is simply broken from his past experiences of being screwed over. A champion like Shaco is evil, with no apparent light or redeeming qualities (off the board)

Viktor is doing what he is doing as a way of coping with what happened involving Blitzcrank.

In his mind he is doing the right thing with these upgrades. It's just misguided

I would know i'm evil as well. We evil people know whos evil and who isn't.

Now that I think about it, Viktor would fit well in the Shadowrun setting.

He'd be a crazy good Rigger.

Its a grey area... he isnt evil but he isnt good...

hes just a man with a vision, if we arnt counting jayce's lore, then he has done nothing to prove he is really evil.

He's not necessarily evil, but Few ACTUAL Villains are. And FEWER actually THINK what they are doing is wrong

I think he just wants to rule the world in his own view. But he doesn't want to go on a slaughter, he wants to turn everyone into robots.

Still a bad thing, but at least you're not gonna be a rotten corpse if he broke out some war out there.
