I love it when that happens to you cause you had a bad game (etc etc) and no one says a thing, than you log on later and you get key fragments "for keeping it sportsman like."

The thing about reporting people is that if you accuse someone in-game, you can be reported and banned just as much as if you were the offender himself. Better to keep your reports quiet and report at the end. Same thing for the Boards: there is a rules page and it says not to post summoner names of whoever did something because that publicly shames the person and isn't allowed. Submit a support ticket or a report, don't go to the Boards.
EDIT: I miss the days of the Tribunal, where players would decide if someone should be punished or not and Rioters would decide punishment.
