You're Thinking Of Buffing Ekko
Why exactly? Why aren't you thinking about champs like 
maybe?
I'm not saying the champs I mentioned are in a bad place I am saying Ekko is really fine where he is.

Yes Ekko is alot better off than some champs atm...
I think Ekko buffs are justified in a way. Ekko during the laning phase has a tough time trading because if he burns off all his spells to combo and they all miss, his OOM for a long period of time unless he uses up all his flasks. Don't forget his melee and has a risky playstyle. And even if all his spells hit, it usually doesn't 100-0 somebody without ignite, even someone squishy, and he's still OOM. There are tons of other champions that have a safer and more comfortable laning phase than Ekko.
While correct there are better champions to buff. You didn't exactly list champions that need buffing.
Anivia is terrifying in the right hands. Kassadin is still good. He just doesn't dominate everything mage because he hit 6. Galio is boarderline broken. He'd see a rework before actual buffs that would make his current kit meta(and by that I mean he'd be the meta unless he was banned).
Although I think the recent Runeglave item is a good start for Kass. Make his shield able to absorb monster his. Put him out of lane and he'd probably see a better winrate without any actual buffs to his ability to fight other champions. Although I have gotten a kill on a Kass before because he R'd on top of a monster camp with too low of Hp and his shield up. Doubt it'll ever happen again though.
