It was actually an issue with his ult causing a permanent movement speed reduction for some reason, I think it was the 1.5 seconds fear causing it.

Well, I doubt Galio. Meddler also stated that Evelynn was a huge contender because of her kit and theme being colossal clusterf##k that was either too good or too bad and only leaves her in a mediocre spot when she's not either.
