Look, in terms of champion select, there is no hard counter to LeBlanc early game. Let's just get that out of the way right now. Unless LB is just downright bad, you're not going to win duels early on.

Having said that, I don't care who you pick, just don't feed her, and she'll stay useless late-game. Her win rate has always been pretty bad for that reason alone. She's always been useless late-game if unfed, and while it's about as fun as laning against a Heimerdinger (read: it's not, at all), it's really the best way to deal with her. LeBlanc has to snowball, and if she doesn't, she's not going to be worth anything later on.

I dunno why people think they have to trade with her, because you don't. There's this weird myth that winning lane means killing your lane opponent before they kill you, when it, well, doesn't. That's not what it means. Just don't make any trades. If she out-farms you and zones the hell out of you, fine, it's still better than feeding her, and her farming isn't exactly great, anyway. She's not Karthus, she doesn't have the tools to just farm her way to being fed. She needs kills, so don't give them to her and you just won the lane.
