Well, it has been explicity stated - both in the original post here and in other posts - that Airman is the one offering cookies. This basically just tells us who are the ones truly loyal to Airman and who are the ones that have been swayed by cookies!

I just checked cause I wasn't sure, apparently Shaco doesn't have a residents... or allegiance for that matter. It did say that Noxious and Zaun like to call on him for things, but other than that, everything is unknown O_o que x-files theme
