Do you HAVE to move when you have a speed card?

I only played the intro game and a bomb pushing mission, but I do recall the instructions stating that you must perform each action and in order. If you can't move because of an obstruction you just don't move, but otherwise you must perform the action on that command card.

Commands are always mandatory. The only flexibility you have is in deciding how much of the action you use if it has a range. ie: "Turn 90° or 180°" or "move 2-4".
