Double Draft Rules Question - 2 player

Rulebook states, "The first Player Draft of any Mission past the tutorial is a Double Draft. The First Player deals ten Command Cards, instead of five, faceup on the table. In order, players take turns picking one card until each player has two cards total. Discard the remainder."

Does this mean that in a two player game, 10 cards are drawn, but only 4 selected (like in a normal Player Draft)? Or should the rules executed as, "players take turns picking one card until 8 cards have been picked."

Basically asking, in a 2 player game, do the mechs start with 4 command line cards each, or just two?
