Question about Flamespitter

If you got 2 fire cards on top of each other, with Flamespitter as top card, do you -only- do damage on the squares with a 2, or do you do damage on the squares with 1 AND with 2? We're not sure, as there isn't "range" written on the card, and Area of effect isn't in the manual.

I think it's "logic" that it does damage on both the 1 and 2 squares, but others from my group say it's not "logic" and even "overpowered" if that would be the case, especially since the word "ranged" is missing.

So can anyone confirm this once and for all? :D Thx!
