Is it possible to use a downgrade version of an upgrade command?

I read somewhere in another topic of the board that an upgraded Attack Commands always affect the range of all the "version" of the attack (For example, it's possible with a Level 3 "Hextech Aimbot" to hit a minion on range 1, 2, and 3).

For the Turn Commands, since the level 2 say you can turn 90 or 180 degree, and the level 3 is any way you want, I know what to do ;)

But for the Move Commands, is it possible to move less than the "version" of the movement? (For example, can you move 1 space with a Level 3 Skewer?)

Also, what does the "-" in the Speed command means? Is it a "between X and Y" or a "either X or Y" (For example, can I move 3 space with a Level 2 Speed?)
