Scaling health seals are better than % seals unless you have 4,800 health at level 18. Is that really the appropriate breakpoint?

A lot of runes exist right now that aren't anywhere close to using. If they don't work well just don't use them, pretty simple. Until Riot gets more feedback and information to look over after the recent rune changes they most likely won't push anymore rune changes. Give them some time to evaluate the effect the current changes have had and get some testing done in-house or on PBE for more rune changes.
At the time this patch came out, Riot basically said "We want to do a complete rework of the rune system, but here are some changes to add variety to the runes that are viable in the meantime."
That is, I don't think it's a problem that not all the runes are optimized. They're balanced enough for now, and until Riot's ready to release the rework.
