Ranked Team Names

Why are we still unable to report a team name for being inappropriate? I have seen multiple names that are just so obnoxious. I can not see a defense that Riot has to not enable us to report them. If anything, it should be a case in the Tribunal, or a Riot employee to pass the final judgement. But I see them all the time, and it frustrates me that I am unable to do anything about it.
