Remove heimer and rammus from dominion
Nobody plays draft, so you can't ban them. So just remove them. Dominion is unplayable otherwise. You just have to hope your not playing against selfish nubs.

Heimer is pretty useless off a point, so just 4v3 elsewhere, forcing him to lose all those wonderous turrets he has at his tower, or he can be a non-factor in the fight, and then you can 4v1 him as he's sitting top or wherever, since you just killed his team
Rammus just takes some learning to beat, if you're having issues with Mobi Alacrity running around back capping everything, look into POOTERSS and what his strategy is, as well as counter strats. At high ELO play these champions are almost-non issues, it's things like Thresh and Nidalee and Kha-zix that are oppressive.
