Teemo, LichBane, Liandry's
I'm not sure which one of these three if all need some scrutiny. I've been seeing a rash of teemos popping up on the scene and all they have to do is rush 1 of those two weapons and pretty much cripple/kill people in 1 or 2 shots.
Teemo's damage over time is excessive with these weapons;
Liandry's Torment
Tier Legendary Stats +50 ability power +300 health Unique Passive - Eyes of Pain: +15 magic penetration Unique Passive: Dealing spell damage applies a damage-over-time effect that deals bonus magic damage equal to 2% of the target's current Health per second for 3 seconds. This bonus damage is doubled against movement-impaired units and capped at 100 damage per second vs. monsters.
Why is this item not 3400g instead of the bargain 2900g I don't have to tell you what this item does to mushrooms, much less teemo's poison dot as well. Perhaps you can change it to not retick on damage over time or the Geneva convention banned land mines that teemo poops out all the time.

+5% movement speed
Passive Unique – Spellblade: After using an ability, your next basic attack deals bonus magic damage equal to 50 + 75% of your ability power. 2 second cooldown.
For what this item actually does it should cost about 3400+g
Then there's teemo, the damage his poison dot does should be re-evaluated, I don't know if it should have lower base stats or ratios with ap, but this needs some attention.
