This season has proven why perma-stealth is a bad concept.

Prior to the Season 4 vision rework, perma-stealth was an experiment gone haywire. and in their original forms were absolute terrors on the map, capable of shutting down a team by making them too scared to leave their towers. Subsequently they were both nerfed into the ground until they were reworked. Twitch lost his perma-stealth while Eve kept a watered down version of her perma stealth, capable of walking past green wards and not appearing until right before she was in range. In Season 3, right after her rework, she was a good jungler and manageable because pink wards were plentiful. And because pink wards could only be countered by other pink wards, if you wanted your Eve to succeed you would have spend as much gold on pinks as the other team.

Come to the halfway point of Season 4 and I think its safe to say that Eve's stealth has been made slightly broken by the changes to the vision system. Pink wards are still the only way to see her, but now pink wards are easily destroyed and limited to 5 on the map. This gives Eve immense pressure early, making her very snowbally in solo queue. Personally I think Eve's damage is fine. No one gets ganked by Eve and is immediately blown up. The problem comes in that pink wards are now at such a premium because they are also needed to control vision objectives, just having Eve on your team gives you an immediate vision control. To make Eve an effective ganker, all you have to do is make sure the other team doesn't have a pink down. Not a hard chore to do.

Odds are Riot are just gonna nerf Eve's ability to get her ganks off, whether that means increasing the sight radius or slowing her down, I'm not sure. What I think we can be sure of is that there will probably never be another long term stealth champ under the current vision system. They simply have too much power in map pressure with such limited vision.
