Question regarding what happens after the end of Season 3

With the new League system being used this season I am curious of what occurs after October 31st? Like will leagues still be open and able to rise/fall in ranked play or will they lock you into place since season is over? I have tried to search the forums and FAQ's but haven't found an answer to what exactly will occur after the end of Season. So please anyone with an answer let me know :)
