Vlad has historically frequently been on Riot's list of "champions who need a rework but we don't care enough about them to do it yet".
Every time there's some kind of "rework list" brought up, Vlad squeezes in there somewhere, but nobody is assigned to it, nobody talks about it, and nobody at Riot seems be passionate enough about the character to start on it.
So, unfortunately, icecream-head is stuck until Riot starts hiring snot-nosed emo kids who only wanna play the Vampire champion :(
To be honest I think he'd need a lore rework as well if he were gonna get touched. I don't know how much people cling to the whole "sadist mentor-killer" thing with him, but if they gave him a classic skin and switched his aesthetic from "Vampire" (Yes I know he's not technically, just overwhelmed with vampire traits) to "Blood Mage", I think he'd have a much more solidified place in the League. It'd also let his kit get considerable more diversity.
What about you guys? What needs to stay for Vlad? What should change?
If it were me, I'd change..
1) His stupid, STUPID ice-cream-hair.
2) His lore so he fit into the universe in any kind of real way.
3) Shift some of his built-in sustain to be focused around offensive and risk-reward scenarios rather than "hit Q, get health".
4) His ultimate to have a MUCH more obvious effect than the shrinking xbox red ring.
