10-2 Fizz or a 2-8 Yas

Me and my friend were arguing over who was more op. Fizz or yas. I said that they're about even. But he argued that a 10-2 fizz couldn't beat a 2-8 yas in a 1v1 if they both had 100 farm. I thought that fizz could make it look like he was gonna ult by walking towards yas, making yas throw his windwall, then fizz could e over the wall and land on yas disabling his shield, then fizz could r w q. Then when yas q was stacked fizz could just hourglass and e immediately after to dodge yas tornado. Then kill him. What are your guys thoughts?
