Jinx/Lucian [HELP ME!]

I can't decide on who to buy! I do well with both. I enjoy both their playstyles but I'll want to buy what people would like to have the best synergy possible. I went 26-1 when Lucian was free. I got fed pretty much. I was against a Caitlyn. My support was Thresh and against Sona. Now onto Jinx. I have not played a normal with her (I play on her on my friend's account) so only against bots. I played well too. I take towers faster with her too. Soooo..

Play Lucian = burst = make enemy surrender

Play Jinx = dps = take the nexus faster

This is so difficult. I went IP farming in Co-Op vs AI for Vel'Koz since I main mid but now I'm actually trying to get back to the position I started since the beginning (ADC). I have 6695 IP that would be spent for Vel'Koz but I'll probably buy either Jinx or Lucian depending on who the community votes for most. Please don't tell me to spend my runes on runes because I've completed 2 pages, enough, for me. ALSO, don't check me on lolking.net to check because everything in this post is in my home server (Philippines).
