Relic Shield

Does anyone else feel like this item can be abused incredibly so. The second I saw this item all I could think of was kill lanes abusing this item to be able to stay in lane while harrassing like crazy. Imagine panth x chogath or Leona x Jarvan. Both get this and both actively CS, both get the extra health and both can stay ahead of a support / adc because of the extra gold it provides in addition to the kill.

Am I wrong in thinking this? Anyone have thoughts? I dont understand this particular items. All the other support items revolve around not taking CS from your adc, and this one seems to want you to take CS (unless your adc is supposed to pick it up but then...)
