Runes to buy?
In terms of rune changes should i change my rune pages? ign is squirtroll as well, not sure if i should buy scaling armor now
and in terms of jax and eve should i pick up hybrid penetration? or what runes work best for them?

Rune prices changed. A lot of the ones I've seen (and maybe all of them) have dropped. I think Hybrid Pen is pretty great. I'd get Hybrid Pen marks and then get either Magic Pen or Armor Pen quints depending on what abilities you want to put emphasis on.
I'd keep the armor seals simply because everyone is using them already and the changes aren't affecting just you. If you still want to buy the Scaling Armor it might be really good for a tank page.
If you want more rune ideas:
I like Energy Regen Seals comboed with Flat Energy Quints if you play Zed or Kennen or Shen a lot (Haven't really had much of an energy issue on Akali).
I like XP or GP10 quints on supports with Mana Regen seals and Flat Mana Glyphs so you can sustain your ADC more in lane and either keep a leg up on or keep up with your enemy laners.
If you're a Ryze fan (or any champion you really like to spam abilities on I'd go Flat or Scaling Mana quints, Scaling AP glyphs, Scaling Health Seals (if you spam abilities get flat Mana Regen), and Mag Pen Marks
