Does anyone have any ideas about how 
could be balanced?
Right now, he has a 42% win-rate in Bronze and a 48% win-rate in Platinum.

I dont see why he needs a balance... unless you think his win rate is too low otherwise from your statistics he is pretty much in the middle of the pack on win rate avg wise
It's not really him having to be balanced, but most of the popular mid champs are TF's worst matchups now that most mid laners are mobile assassins.
Let him hold his Cards at the cost of mana, Basically get gold card and you can recast the ability to hold it indefinitely, He can't keep it up forever cuz he will go OOM, but can hold it while he gates in for a surprise gank,
