Camping

Riot why isnt it bannable to camp someone?you make the camper feel like shit. While not helping the other lanes and thus being a disadvantage for other laners. I believe its unsportmanslike. Yes i can stay under turret. But then i cant play aggro of farm and thus im severely behind enemy laner. So why isnt it bannable?
