I mean, They Can, But they know the moment they do, It's gonna get downvoted to fuck by all the people that wanna bitch about their bans :v

It's to the left on the PB forum. Many people probably don't do support tickets, and when they do, the tickets typically take more than two days, so they come to the forums. It's also the last place to go in an effort to overturn their punishment. Additionally, others on the boards are helpful in explaining why a player was punished along with steps to take to prevent further incursions.
