Probably a bit of bad player mixed with trash-tier champion, rather than inting.

He used Zero Tolerance. Both of you did wrong. Yours takes longer to confirm as determining intent isn't easy.

Both will, assuming you actually inted and both of you were reported. It just takes ~15 seconds for the machine to check it, while it takes up to 2 days for you to be gotten around to, then however long it takes for a normal person to verify that it was actually inting (since there's no dead giveaway - you're a difficult early game champion with a reasonably average CS, a good number of assists, and your build isn't totally shit).
