Rerolling skin shards should not give skins that are less than 975

For the amount of time it takes you to get enough orange essence to upgrade a skin shard, or acquire three skin shards to reroll into a permanent, I don't feel as if the system should give you diminishing returns. I feel like by rerolling 3 skin shards, I should get something a bit more exciting than Sherwood Forest Ashe.
