Lag?

I'm on NA. I just want a little census on the current situation. Is there some sort of lag going on lately? I'm noticing little hiccups here and there. Everything stops for a second and then continues like normal, happens a few times every game. Notice every other game someone is lagging for having issues of the sort. The thing I'm getting isn't reflected in my ping, but it clear as day something is going on. After a bit of testing, checking with my ISP and even having a tech come out to peep. It isn't me.

This isn't a bug (or maybe it is, I don't know). Figured the GD would be the better place to ask because it seems like a server issue or something like that.
