When we will have an actual " normal game"

Has any 1 ever had a game where you work so hard and one of your teammates started to troll or feed or afk just because of someone told them to "play safe, farm under tower." or when they going lane without warding got killed over and over with the same mistake no wards and toxic with the rest of the team and afk or feed. To be honest I really don't know riot's ban system is working or not. Losing because of you got outplay by other team is acceptable but losing because of your teammate troll or afk is not fair for the rest of the team. I hope riot can improve or do something about their banned system.
