Please do something about this toxic community

I am actually sick of constantly having to deal with toxic players spouting bullshit in all chat, flaming, intentionally trying to tilt enemies, and still somehow getting triple honors after game. Meanwhile on your team you will have people calling you useless and pinging you for every mistake. I've even had times where a duo who was higher above me on a queue took my role (because you know duos love to play bot together and I wanted to play support), and then they did nothing but flame me and call me n***** for legit doing anything. I thought you people cared about your community but when I report people like this and see them not get a punishment it actually boils my blood. I know there is a mute button but that isn't an excuse to be a horrible person in game, and I wish more action was taken against people who act out.
