Champion Capsule question

So, I been gone for about 8ish months and decided to come back and play on my account that only has 31 champions out of the 134ish (all the 450 to get back into ranked) . So I leveled 4 times since being back, and noticed that out of the 4 chests i leveled the champion shards they provided were all champions that I already owned. Now, that would be understandable if I owned a majority of the roster. However, since I own well under 50% of it, are the capsules rates skewed to give you champions you already own? Or is my luck just really that bad?

Cheaper champion shards are a lot often dropped because they give less BE and the amount of you get from one capsule is usually ~700 BE worth of contents. This means that 6300 BE champions drop less frequently because they give 1250 bE However I don't know why the same champion shards drop most often. Maybe it's to ensure you don't get too many champions on a discount

champion capsules have garbage in them. i'm at the point of not even opening them cause i got too much BE and i dont need the cheap ass champ shards it gives.
