A Solution to Singed
Singed is notably a polarising champion, he doesn't really fit in much with anything going on in League of Legends, and much like pre-rework Urgot most of the community don't like playing with people who main Singed. Riot has previously lowered mana costs on Singed as well as the upcoming updates to haunting guise and RoA which will benefit Singed, however they have failed to hit the nail on the head of why Singed isn't a popular pick, or even a respected one.
As a Singed main, I'd like to think I understand the champion, and honestly despite the bad situation of Singed in the current meta there is a very simple solution. The solution to Singed's issues lie simply in buffing his movespeed and either reverting his passive or adding something similar to Fizz's passive where he can pass through minions. If the passing through minions mechanic doesn't fit onto his passive, it definitely fits onto his ultimate. Singed is built around being chased, but when you see Riot releasing all these champions with gap closers and mobility etc. Singed falls further into obscurity as he cannot outrun ANYONE anymore unless he takes ghost and pops his ultimate (Which even then can end with you being caught through no other means than that the enemy has a large gap closer). If you give Singed the edge of being immune to creep block then he might actually become viable again, his kit is perfect and the 10 years where only his passive has been significantly touched is a testament to that, but come on Riot I feel like I'm playing a minion rather than a champion.
