Ping goes lower then laaging

So first off im sorry for spelling/grammar mistakes since my main language isn't english.

Problem: Since 3 years I have the same Internet connection (wich i play league on). 98% of the time i have 43ms. But since 2 months i sometimes experience that my ping is 36ms. I have a 16bit/s connection but when I have this glitch, it goes up to 19bit/s (wich is impossible). Does anyone know whats going on here? Thanks for your help.
