Different countries removed from payment options?

I use something to get 10 USD every so often but I am in Canada. So to avoid having leftover money I would just switch to United States and pay in USD. Now that option seems to be gone and I have to use CAD which leaves me with weird amounts of money after conversion and less RP overall. Did they remove this option or am I missing something?
