New reform system should be added. (level 100 + honor level 5)

In 2012 there was a reform system where you had to level up to level 20 to prove if you would be unbanned or not. sadly 95% of the people failed since they didn't chance their ways. But things have changed over the years, and more people play the game now... Also it would better to do it now since they uncapped the level and made an honor system.. So for example they should make it called "The Level 100 + Honor Level 5 Challenge" The reason why the "level 20 challenge" went bad, was because quite frankly.... that seems pretty easy... it could be done less than a week which wouldn't really prove anything.. But if someone is capable of getting honor level 5 (meaning they would have to be honored a lot and not reported) and to get level 100, (without XP boosts except for the first win of the day, and i'm pretty sure getting level 100 would take some time, and this would make it more challenging which can really prove if you have reformed or not.) Also they wouldn't be able to participate in things such as clash or ranked solo/duo or PBE, only blind, draft, aram, and twisted treelane. That way they don't ruin people's elos. Yeah that would mean that there would be more toxic players in blind and drafts, but the chances of that is low since there are sooo many people playing the game, also it doesn't mean anything, they are doing a challenge to get their accounts back, why would the be toxic in the first place, they are human beings, they should be allowed to play the game too. Also this is not forcing them to play, this is their choice to do it or not, this benefits of this is to help the people who were banned to reform and change their ways, that way we can grow as a community and these people can see their accounts once again, their memories, players from 5 years ago could've been banned, and in that course of time they surely changed, and it would be nice if they could have another shot to get their account back. Also so there aren't many trolls to ruin the experience, there should be a fee for this challenge, (somewhere between 20-100 dollars) that way it shows if you are truly determined to do the right thing and are willing to change for the good. this act be an act as the level 20 system since this one is way harder, and takes a whole lot longer. I love this game, and others who want another shot would also like a chance, even if they had chances before, they were probably blind and didn't notice the consequences until they were permanently banned and realized it was to late, wishing they could turn back time, and change their ways... well at least that's how i felt. So please, tell me what you think about this idea? any recommendations to make the new reform system more interesting?
