Why do you have a rune that gives you a free 300g item at 12 minutes competing with a rune that gives you a free 600g item at 10 minutes?

Slightly Magical Boots' +10 Movement Speed doesn't get transferred on top of the upgraded boots, right?

So why the fuck would anyone ever choose it? AND Perfect Timing reduces the CD on Zhonya's, GA, and Gargoyle Stoneplate? Some of the most used items in the game?

What a shit rune. We already knew Hextech Flashtraption was a shit rune too, but man, who came up with these ideas?

on top of what everybody said, they used to be part of 2 different rune lines, so you could take both free boots AND statis. As you can imagine this was an extremely powerful combo. Besides, if you get kills, you get the boots sooner - I believe it's 45s per takedown? You practically break even at 2 kills/assists and you get effects that last forever, unlike stopwatch, which you can only use once until you complete the item (nobody takes GA or stoneplate as first items and most mages won't take zhonya's first unless they get camped) ...Also, hexflash is very good on hard engage supports, and some pick supports. Someone like alistar can just channel it from behind a wall for a free kill, same for blitzcrank (as long as you hit your q).
