What's this 3rd button beside Rune Page option on the Champ Card.

Eternals

As Arcade Lulu mentioned, it's Eternals related. Clicking it allows you to see your Progression for your Eternals in-game, however You'll need to purchase your Champions Eternal to click/view it. Same thing goes for the Champions Progression tab in Collections.

Collections -> Champions -> Champion you want to view -> Progression
