Oracle elixir?

Ive seen the old graphics for the oracle elixir (pink eye above the champion) in a few draft games and i cant figure out what item or consumable does this, any help much appreciated thanks

Did the champions you saw with it have Kleptomancy? I know you can get a small Oracles from Klepto.

item 3147 also gives Oracles effectively when spotted by enemy wards

item 3364 should show the eye as well I believe. Maybe not anymore. It's been a while since I've seriously done PvP where I'd use that

I thought it was the oracle lens too but no its graphic is a red scanning animation, ive seen a sona and ad assassin using it and i can confirm sona doesnt have klepto rune so what am i seeing?
