Server Name Change
If i transfer to euw from na and someone has my current summoner's name do i get granted a free name change, even though i changed my name on the na server and my old summoner's name is available on euw?

I'm pretty sure, yeah. You transfer to EUW and someone already has your summoner name there, there can't be 2 players named LeBlanc Paper, so it should prompt you for a name change, just like it would if you logged in for the first time in over a year and someone had taken your summoner name.
