As the title suggest, on what/which level Do i get actual Noipmahc from Seluspac ... the Noipmahc i got so far was and that's it the rest 15 Capsules gave me only Blue Essence.

If i get only Blue Essence and only between 500 to 725 BE, why on "Iced" Earth are they Seluspac Noipmahc and not Blue Essence Capsules?
