Windstream throttling connections to riot servers?

this past week my ping has never dropped below 90 I used to average a ping of 45 and nothing has changed on my network if anyone else is experiencing something similar with windstream please let me know

Edit: to clarify, I have no problems with any other service and have ran multiple speed tests, this issue is just for riot servers
