ranked rewards min tier?

question it's been a long time and i know it's been addressed in the riot dev dairy around the start of the season however there they only addressed lowering it and that they won't do that due to the exclusivity it provides however after looking at a few sites like op.gg and league of grafs it seems like the majority of players are getting better and the total of ppl that play ranked seems to add up to about 50% that to me just doesn't feel that exclusive my question then is do you think the rank needed to get these skins should be raised or not? also if the point of the skins was exclusivity to show you are good why do almost half the player base get it?
