I always wondered the reason the new champs are so over powered on release after going through the PBE server. Now i realize they do this so young kids think they are good at the champ and buy a skin. AKA riot is scamming young kids out of money through horrible means and honest that's super wrong and you should be ashamed of abusing and stealing from young kids.
Uh no, shit comes out of the PBE unbalanced because PBE is nearly useless. It is impossible to get the kind of sample size from a real variety of skill levels that Riot would need in order to have things come out balanced every time. PBE is largely populated by people who just want to use new skins and champions without paying for them.
This sounds like the thing I have read a bunch of people saying. Something to the tune of "champ gets skin, so champ gets buffed" or something along those lines. Surprised you got down voted, a lot of people seem to believe this.
