Waiting time for not banning a champion in ranked ?

Can some kind person from Riot Games inc. kindly explain me, why the fuck I have a wait time on queue because I did not ban a champion ?? Sorry my language but what the FUCK is this ?

I've played soo many ranked games where somebody did not ban a champion and nothing happend but when I wasn't fast enough to ban a champion I've got a wait time.

Can someone really explain me what happend here ?
