Synapse made a video highlighting C9 Sneaky getting neo pax Sivir after rerolling his best 3 loot skins. I think the higher the rarity of the skin shard, then the chance of getting a legendary skin is pretty up there.
I may be wrong about the chance part though!
I rerolled 3 skins and got her. I think they were kinda shitty tho.
